Dear Sirs,

First of all, we would like to pay our sincere thanks for your regarding to investment to our Dong An II Industrial Park.

Dong An II industrial Park is 210ha area located in the Industry - Services and Urban Complex Zone of Thu Dau Mot City, Binh Duong province, Vietnam. With convenience location, which is far from central of HoChiMinh city 39km, Saigon Port 40km, Tan Son Nhat Airport 37km, specially it is next to Binh Duong New city (3 km). On traffic, Dong An II is located closely with national road No.13, 14 and highway My Phuoc-Tan Van, and Vanh Dai 4 to Ho Chi Minh City.

Infrastructure of Dong An II have been completed such as: Internal roads with 11m – 35m width covered by asphalt, drainage system, wastewater system, wastewater treatment plant with capacity of 2500m3/day, electricity system, fresh water supply system …

Herein after, we would like to offer the quotation for lease of land in Dong An 2 IP, Thu Dau Mot City, Binh Duong Province as follows:  

1. Area of land lease: from 4,000 m2 up.

2. Term of lease: 43 years, up to 14 May 2056.

3. Land rental and Maintenance fee: The Investor will pay for land rental and Maintenance fee as follows:

3.1. Land rental: 70 USD/m2/43 years.

Payment term: Total rental will be paid by 4 installments:

+ 1st payment: 20% of rental is paid after signing contract as deposit.

+ 2nd payment: 30% of rental is paid when the Investor receives Investment Certificate, this is not exceeded 30 days from the date of 1st payment.

+ 3rd payment: 30% of rental is paid when the Investor receives the land (completion of surface), this is not exceeded 30 days from the date of 2nd payment.

+ 4th payment: 20% of rental is paid when the Investor obtains the Certificate of Land Use Right. this is not exceeded 30 days from the date of 3rd payment.

3.2. Maintenance fee: It is the fee for maintenance of infrastructure:

Maintenance fee is at the rate of USD 0.15/m2/year. This fee is fixed throughout the term and calculated from the date of handing the land over the Investor. This fee shall be paid yearly.

The above rental and fees are excluded VAT.

4. The incentives for the Investors:

4.1. Incentive for rental:

4.1.1. The rental will be 68USD/m2/43 years in case the land lease is from 20.000m2 to 40.000m2; 66USD/m2/43 years in case the area of land lease is from 41.000m2 up;

4.1.2. The rental will be discounted 02USD/m2/43 years, in case the Investor decides to do payment as follows:

+ 1st payment: 20% of rental is paid after signing contract.

+ 2nd payment: 80% of rental is paid when the Investor receives Investment Certificate and it is not exceeded 30 days from the 1st payment.

4.1.3. The rental will be discount 02USD/m2/43 years in case the Investor entrusts Dong An IP (Hung Thinh Joint Stock Company) to be the Constructor for the Investor’s factory on the plot of lease land.

4.2. Incentive on procedures: All are free of charges.

- We are responsible for preparing application for Investment Certificate, support procedure after Investment Certificate;

- Based on the technical drawings of the factory will be built on the land which is supplied by the investor, we support the Investor the application for Construction Permit (including Fire-Fighting and Protecting Approval document, soil testing result report as regulation of Vietnam law).

- We support the Investor to prepare Environment Report and apply to the authority to obtain the Decision of the authority to approve the Environment Report, it is use throughout the business term of the Investor.

- We support the Investor to prepare application for Certificate of Land Use Right under the Investor’s name at the authority.

- We support the Investor other issues during the Investor’s operation in our Dong An II IP.

5. Ready-built factory for lease or sale:

In order to support the investor having the factory for immediately production, Dong An II IP have built some of ready-built factory with area from 2.000m2 to 20.000m2 for lease or sale.

5.1. Factory rental:

Factory rental is USD3.0/m2/month (excluding VAT) calculated on the factory area, under the construction rate is 70% of total land area.

The investor will be supplied to use other construction works without rental such as: Internal road (asphalt or concrete); a ratio of lighting system; gate, fence; motorcycle parking place, toilets for workers, power source; water source, water supply for fire-fighting system). Dong An II IP will support those facilities up to the demand of the investors.    

5.2. Factory cost for sale:

During the time of leasing the ready-built factory, the investor will be priority to buy the ready-built factory and to lease the land for 44 years, up to May 2056. In this case, the Investor will get Certificate of Land Use Right and Factory Ownership, to use the land under the Land Law of Vietnam. Cost of ready-built factory and Land rental will be negotiated at the point time.

6. Some other fees related to production for reference:

6.1 Electricity expense: USD 0.075/kWh;

6.2. Water use expense: USD 0.4/m3.

6.3 Waste water treatment fee: USD0.25/m3.

6.4 Freight cost: USD12/km (40” container trucks and lorries).
